Minimum Eligibility Requirements:

To be considered under this stream, candidates must meet the following eligibility requirements:

• Qualify for one of Canada’s Federal High Skilled programs: Federal Skilled Worker Program (FSWP) or Canadian Experience Class (CEC) and have a valid express entry profile.
• Meet the stream’s work experience requirements.
  1. Candidates applying through the FSWP must have at least one year of continuous paid full-time work experience (or the equivalent in paid part- time work) in TEER Category 0, 1, 2 or 3 of the National Occupational Classification (NOC). Your work experience must have been:
     • obtained within the last five years from the date of submitting your application to the OINP.
     • in the same primary occupation as you identified in your Express Entry profile
  2. Candidates applying through the CEC must have at least one year of cumulative, full-time employment experience, or part-time equivalent, in TEER category 0, 1, 2 or 3 of the NOC, in the three years prior to the date of the NOI from the OINP.
• Have a Canadian Bachelor’s, Master’s, or Ph.D. degree OR an Educational Credential Assessment (ECA) report indicating that the foreign education is equivalent to a Canadian Bachelor’s, Master’s, or Ph.D. degree. The ECA report must not be more than five years old as of the date of applying to the OINP.
• Demonstrate an English or French language proficiency level of Canadian Language Benchmark (CLB) 7 or above in all four competencies (speaking, reading, writing, and listening). Language proficiency must be proved by test results from designated testing agencies taken within the two years prior to submitting the application to the OINP.
• Intend to reside in Ontario by providing documentation demonstrating ties to the province.
• Hold legal status in Canada (and maintain it until the time of nomination) if residing in Canada when applying. The OINP accepts applications submitted while on maintained status.
• Possess sufficient funds to cover settlement costs in Ontario. The required settlement funds must equal or exceed the sums listed for each family size. Requirements for settlement funds are updated annually

Work Experience Requirements:

Candidates must provide proof of work experience based on the program they choose:

Federal Skilled Worker Program (FSWP):

• Continuous, paid, full-time work of at least one year, or part-time equivalent, within the past five years in Canada or abroad prior to the date of the NOI from Ontario.
• Work experience must consist of at least 30 hours of work over a period of one week in one job and at least $1,560 CAD hours of paid employment in one year.
• Self-employment experience must have been paid, full-time (or the equivalent in part-time), and Skill Type 0 or Skill Level A or B of the NOC.

Canadian Experience Class (CEC):

• Cumulative, paid, full-time work of at least one year, or part-time equivalent, within the last three years in Canada before the date.
• Work experience must consist of at least 30 hours of work over a period of one week in one job and at least $1,560 CAD hours of paid employment in one year.
• Paid work experience obtained while studying full-time at a post-secondary institution or during periods of self-employment is not eligible when assessed under the CEC.

Required Documents:

Candidates who receive an NOI from the OINP must submit a complete application within 45 calendar days of receiving the NOI. The following documents are required to apply under the Human Capital Priorities Stream:

• Proof of education (Canadian degree or ECA report)
• Proof of work experience
• Language test results (IELTS or CELPIP for English, TEF for French)
• Proof of settlement funds
• Proof of legal status (if applicable)
• Other supporting documents such as photograph, passports, resume, proof of relationship, etc.

Fees & Processing Time:

• The associated fee for the Human Capital Priorities Stream is $1,500 CAD, which can be paid using a credit or debit card (Visa or MasterCard). If your application is incomplete or withdrawn before processing, OINP will provide a refund. However, fees are not refunded for unsuccessful applications.
• The estimated processing period for Human Capital Priorities stream applications spans approximately 70 to 100 days.
